I have bought a tablet from Singapore and it still thinks it is in Singapore. The above error comes up when I try to download anything in UK using the Play Store ap. Apart from returning to Singapore, can anyone advise me on how to get rid of this error code.

i had the same problem with my tablet (Intex dezire )
there are two possible solutions.
1- clear cache and remove your google account from google play . and add again. it will solve your problem.
2- (As the above solution didn't work for me as a "permanent" solution.) I downloaded the OS from manufacturer's website and made a re-install of OS after formatting it by "LIVE SUITE".
now, i don't get any kind of error at all. The difference i saw is, i had Android 4.0.2 ICS before, but now it's Android 4.0.4 ICS. I guess DF-BPA-13 error problem is in some of OS's.
