Problems with unlocked Galaxy S3 19300 tetherring to ipad using both WiFi & Bluetooth

Hi I'm here in The Bahamas with a "factory unlocked" Galaxy S3 19300.
I can tether both WifI & Blootooth to my ipad3 and both the Galaxy and the ipad 3 "see" each other in WiFi mode and Bluetooth mode but I cannot get on the internet using safari on the ipad3 using either WiFi or Bluetooth. It all seems easy and straight forward but must be missing something somewhere. Any one any ideas pleas? Mark
