If I buy the lg gpad can I use google hangouts video chat with someone who has another tablet or smart phone? Thanks

Sure if they have access to the Google Play Store and can download and install Google Hangouts then yes you can communicate with them.

No you can't since the Kindle Fire ecosystem isn't part of Google Apps.

My kids have the new HDX and its a wonderful device and you can do just about anything except those important Google related apps like Hangouts, etc.

However, you do have Skype as an option which works on both. Plus the HDX features a front facing camera so you can video chat.
