Default problem installing google translate app

I tried to install it from my laptop, and got the message that it was installed. However, it doesn't appear on my phone. Then I tried installing it from the phone, and got the message that I needed to log on to Google. However, I am logged into Google. How can I install this app?

Welcome to Android Central! Are you trying to install it from the Google Play Store app? That's going to be the easiest way. Open Google Play, and swipe in from the left. Do you see your name and email address at the top? That means you're logged into the Google Play Store. Now search for Google Translate. If it shows that it's Installed, then go back to your homescreen, and tap the App Drawer icon to show all of your apps. Look for Translate there.
