My LG G4 keeps showing restricted access changed no calls text or data use

My thoughts are an AT&T G4, I'm I correct? I own an AT&T G4 with this function removed. Your carrier "plays" with the stock LG firmware, in order to CONTROL certain functions. Stock Android allows certain access to many functions that OEMs "turn off", in turn the carriers turn off more, seemingly to charge for things i.e. tethering.

You are in an area with no cellular data or phone service. It happens on my T-mobile lg g4 whenever I go into an area with no data or phone service.
