there is an app to do it the other way around (boot android on windows) but nothing that I have seen going the other way. I think you would need too many drivers and the whatnot to get it working. Since 6.5 is old, I doubt anyone is developing this...

For a time we talked about such things but none ever came to fruition. Windows ce works with ARM devices, and some tablets have been able to cross flash, but none of us wanted to brick our phones that bad trying i guess.

That's not WINE directly on Android. WINE will never work on Android with any usable speed because of the binary translation required. x86 instructions translated ARM takes crazy CPU power.
What THAT is is a way to use QEMU libs to EMULATE the x86 architecture to run the x86 version of WINE on an ARM CPU.
Watching paint dry would be 100x more exciting.
