Yes but sorta kinda if the exploit didn't work the app should cut out then replace the system files I'm not sure what that entails maybe
one time on my brothers HTC Eco 4g I couldn't get the stock Rom to root or get the hboot
To unlock so I used the revoked 1 click root /Rom recovery
the program would not root/recovery so I flashed a custom Rom without unlocking the bootloader and it worked after that rooting/recovery was a snap
I know it doesn't make any sense but it worked

Reason for updates? Here's the scenario:
1. You're sitting on a bench at a bus stop. I'm a phone thief sitting next to you. When you aren't looking, I take your phone, and than leave a few minutes later.
2. I take your phone to my secret underground fortress, use my pc to root it, than bypass your lockscreen using root permissions.
3. Suddenly, things aren't looking so good for you. I have access to your contact list, messages, calls, gmail, email, facebook, google wallet, password manager app, photos, etc.
4.Now, I can steal your identity, pay for things with your credit card, post embarrassing/illegal things on your facebook, email people malware from your address, stalk your friends, make calls and texts from your phone.
5. Sure, you can report the phone as stolen, and Sprint can mark the ESN as bad,but I've still just hacked your life. If I've been thorough, I've changed your passwords, and you can't get anything back in the way of accounts. Imagine starting from scratch.
6. Now think: If you'd just accepted that bug-fix/security patch update from your carrier, your life would never have been run off the tracks.
7. For us geeks, rooting is fun and well worth the risk, and with CM9's root access setting, a bit safer, but for the average joe, rooting can well be like sharing a hot tub with an angry hippopotamus.
