Can i activate a ROOTED OPTIMUS S???

Same way you activate any phone. Phones (CDMA) are activated on ESN's. Rooting doesnt change your phone electronic serial number.

Thats because it's a phone running an OS not designed for it. Specifically an OS that doesnt have the ability to accept profiles so when Sprint activated it, it couldnt accept profile.

1) Plain jane rooted phone, no problem
2) Roote phone with custom recovery, no problem
3) Rooted phone with custom ROM based off official phone source, no problem
4) Rooted phone that cannot accept carrier profiles ... problem

What happens when a phone is activated on a CDMA network is you ell the company what the ESN is (under the battery) and they activate that ESN in their system which triggers a profile being sent to your phone letting the phone know what network capabilities it has. CM based roms cant accept profiles so a phone must be activated prior to flashing CM if you want to use it on a network like Sprint.

My answer was geared towards the original question which was can a rooted phone be activated and the answer is yes. A rooted phone with CM is another story ;)

Yeah just flash any Sprint based ROM (LEGO, nROM, ThundeROM) thats compatible with the current baseband on the phone and the next person will have no problems as long as the ESN isnt flagged in sprints system. Phones get flagged due to excessive bills or from being reported lost or stolen. As long as the ESN of the phone doesnt fall under any fo those categories it should be good to go.
 
I've had a lot of used optimus s's not activate after it had been used. Profile updates and manual programming sometimes didn't fix it. The only way I have 100% been able to get a used optimus s activated was with a ##RTN# then do a reset and enter the MSL in. Even non rooted phones have this problem. I'm not sure what a RTN might do to a rooted device.

A couple of nights ago I called Sprint to do a phone number swap between my rooted TR 1.8.2 Optimus and our EVO and there were no issues, which fits into what KSmith said.
