It's HTC's polished Android interface. It has its good and bad aspects. All of those flip clock widgets are styled off of Sense, to get an idea.

I personally can't stand Sense. I started using LauncherPro with my Hero and haven't looked back. Sense did nothing but slow my phone down. Hubby didn't like it on his Evo either.

You can get a Sense-like lock screen with Widget Locker (paid) and Sense Analog Clock Dark (free).
