Is this phone capable of connecting to a tv through a microusb to composite av cable to display videos streamed over the internet?

Not possible. The LG Optimus S is meant to be an entry-level Android smartphone, and as such does not come with some of the capabilities shared by some of Sprint's more powerful (and costly) handsets, like the HTC EVO 4G's HDMI port.
