It says my windows limit reached. What can I do? There is no windows app in my menu.

So how do we fix this is this easy or not? Is it doable, how many hoops do I have to jump through to straighten this out? Is there any more normalsy left in this world? Does everything have to be upside down and backwards on purpose?
