How do I get past the. unlock screen when I don't know the Google account informmation

You are fresh out of luck if you don't know any of that vital info. If you could get past the security settings, they would be pointless.... Take it to a phone shop, they might have ways to help you

This is Google's Factory Reset Protection, and is meant to discourage thieves from stealing a phone and resetting it to make it their own. If you don't know the Google account that was associated with the phone prior to the reset, then it was presumably not yours before. Was it a used phone?

Yeah, this is a good feature. Apple's iCloud lock is only a half solution, while this is a complete solution--for thieves who know about it, that is.

This is why Swappa is your friend when buying used Android gear. No fear of getting ripped off.
