Incoming Call Screen is Buried

When I get an incoming call, I can't read any of the caller ID information because although it wakes the screen, the top half of the screen is covered with all of my other popped-up notifications, such as unread emails and texts.

Is there any way to have the incoming call info (which is simply the stock incoming call screen) have priority over all the backlogged notifications? Or is there an app to do that?

I have mine set to just the second screen. Seems to work for me.
