Does anyone know when U.S. Cellaular is going to release the Android 7.0 update for the Galaxy note 5???

Has anyone received the September security patch for the U.S. Cellular galaxy note 5? I've tried countless times to get the update but it keeps saying that software is up to date. Is there any way to force the update? Other than clearing the data in "Google services framework"

I know what OTA means. It's just he said his phone wasn't active. To my Knowledge doesn't your phone have to be active to get the update or can you get it through WiFi? Since Sprint is pushing out the update and it"s not a WiFi only device.
