Thanks guys. Rukbat So assuming that unlike a pc the wipe function on android makes files unrecoverable. On a pc just the name of the file dissepears but the files for the most part are still there unless you continue installing apps etc and the space/blocks get overwritten.

Thanks for the reply. I had tried a few other applications and "not optimized" them. including "Tmobile Hotspot" but didn't try "Data dashboard widget". Just tried these 2, no go. Hotspot still shutting off when display shuts off. Power Save is off as well.

Just took the 6.0 OTA update from T-mobile and the problem continues. No data to connected devices once the HTC M9 screen shuts off. Data restores once screen is turned back on. No one else experiencing this issue on here with tethering?
