UPDATE! I don't know if this will help all of us but I added a PIN for my account and checked to use PIN for purchases in the Play Store settings and the app I WAS ABLE TO FINALLY DOWNLOAD! Maybe for current PIN users, change the PIN and see if that works and corrects the issue.

I've had same issue since last night...clicked the link for a specialist to call me and I got all the same as the users before me in this thread. Specialist told me to wait 24 hours to see if it corrects itself and if not to reply back to her email or call back. One additional issue I noticed...
