All I've got for security of any kind is adguard and its currently disabled. Also uninstalled anything I've installed the the last week or so.

So under safe mode my notifications show up. Soon as I leave safe mode, they're unavailable again.

Just did the cache wipe, issue persists.

11, yeah. One ui 3.0. Carrier is xfinity mobile. Can't remember if my phone is unlocked or not. I checked imei.info but I don't see anything about it's lock/unlock status when I submit my imei. How do you go about clearing cache in recovery?
