Are you still getting the same error, when you attempt to activate? I'd call verizon with the ESN (A00000*********), and make sure it's good. That sounds to me like the phone had been flashed to boost, or some other prepaid carrier.
Also, I'm assuming you are in a VERIZON area, and not extended...

Also, make sure whichever Rom you are flashing includes a kernel, or flash one in the same recovery session. Do this by opening the zip file (if you are using a browser on your phone, click extract and go to the folder it tells you it was extracted to) and look for a file called boot.img
