Data Threshold Enforcement on MetroPCS

How does MetroPCS enforce their 1GB limit to data in their $30 unlimited data,voice and text plan?

As it says here https://www.metropcs.com/cell-plans.html,

Full speeds up to monthly allotment; then slowed for the rest of the billing cycle

That typically means slowed to 2G speeds, which may be ok for sending and receiving basic emails (without attachments) but useless for anything else, including most web browsing.
