Settings Gone

Ive been rooted for awhile now and just now noticed my Settings app is gone...i went to the System/app then to Settings.apk and tried to reinstall and it says "trouble parsing package" or something like that.....i treid hitting "menu" on the homescreen to go to settings but it jsut does nothing..i cant add widgets either
