Welcome to Android Central! Android devices typically need mobile data (i.e., 3G/4G) on in order to send MMS. It can't be sent over your usual cellular voice signal, or over wifi. Do you have your mobile data on?

My WiFi and data are both on, I am stumped. I just downloaded the "hangouts" app for messaging and its doing the same thing (SMS OK, no MMS)

When wifi is on, the phone typically uses it preferentially, and temporarily turns off mobile data. Try turning off wifi and sending the MMS again.
