Moto E 2nd Gen -Google Play store app won't initiate, why?

[AC Question]

Moto E 2nd Gen -google play store app wont initiate

When trying to use google-related apps, it says google play services is not installed (which it is not). When clicking on Google-Play store app which is indeed installed, its doesn't intitiate/start.

I have cleared the cache from the google play store app, everything is enabled, downloads are enabled etc.
Looking for a solution that doesnt involve a factory reset.

Welcome to Android Central! Sorry, but you're saying that Google Play Services is installed, and it's erroneously telling you that it's not​ installed, right?

No.
Google play services used to be in installed, but its no longer appearing anywhere.
When clicking on Google-Play store app which is indeed installed, its doesn't intitiate/start.
Not sure how to get google play services back, and not sure why google play store app doesnt start.

Google Play Services is necessary for the Play Store and many other Google-related services to function correctly. Go to the Google Play Services app page on the Play Store (on your computer browser), click the Installed button, and see if your phone shows up as eligible to install or update.
