My laptop is getting a download speed of 35 - 40 Mbps while my phone is only getting speeds up to 10 Mbps. I ran multiple tests using the Speedtest app by Ookla on the phone.

You can't take speed test results st face value. They're just not reliably accurate. Your phone might be slower but it actually might not. At best, consider speed tests only as ballpark figures.

But let's assume the results are fairly accurate. Most likely reason for the difference is the laptop is using the 5GHz band and the phone is using the 2.4GHz band. 5GHz is usually faster, sometimes much faster. This is because 2.4GHz is usually more crowded and suffers more noise and interference.

Try going to: Settings > WiFi > Menu > Advanced > WiFi frequency band and change it from Automatic to 5GHz only. Then try the speed test again.

If you use WiFi outside your house you probably will want to put it back to Automatic so you don't miss 2.4GHz networks which are more common.

Your phone probably is not capable of using the 5GHz band.

Is the phone getting similar speeds when connected to other WiFi networks?

Have you rebooted the router?
