Can't connect to any WiFi nor I can turn Wifi off

My Motorola Moto G3 is not able to connect with any WiFi even after forgetting and retrying to enter password and also I can't turn Wifi off. I have turned off the phone twice but the issue remains.

That didn't work. I can't connect to any Wifi Public or home network.
My Mobile wifi is on 24 hrs, it cannot be turned OFF.
When I try to connect to a wifi after entering correct password a msg comes " Failed to save Network" followed by "Failed to connect to Network".

Have you tried a Network Settings Reset in Settings - Backup & Reset?
