Wallpaper background becomes blurry after locking screen?

Recently for some reason when I set a new background wallpaper it looks fine initially but after locking and unlocking my phone it becomes blurred and never displays correctly again even after restart. I can't figure out why. Any ideas?

Shot in the dark here...
Reboot with a cache clear.
Change the wallpaper to a new photo that you have taken with your phone.
This is the wallpaper I have always used and no issues here for me...

I tried clearing the cache and rebooting as well as a number of different images without any luck. I've been experimenting with it and it's not happening when the screen locks or after it times out.

To give you an idea of what's actually happening. Here's what it looks like when I set it and then later one after it blurs.

LOL, I wish it was that easy. Miss TayTay is only my alternate testing background.
