That's an Android thing that happens on all devices that are 4.2 and up I believe. There's no way to disable it.

I'm sure it is Google just covering their bases in the event that some ***** wants to sue them for having ear damage from loud music.

Drives me up the wall when I plug into my speakers at work and I want phone to be at max volume.

It never happened on my N4. Not a Google thing. However they did limit the volume on the N4 which was super annoying.

Probably came up due to litigation. My S2 didn't have it when I first got it, but one update included a toast warning about excessive volumes.
