There is an app called FoxFi. It works on some Motorola phones, but not all - does not explicitly mention the Droid 2.

The description says:
Enables WiFi Hotspot on your Android phone without a Hotspot plan from your carrier. No rooting required! Just install and turn it on. Currently works on most Samsung phones, some Motorola phones (Razr/Bionic/DroidX), LG Optimus/Vortex/Ally, ZTE N762, HuaWei Comet. Does NOT work on HTC phones or Motorola Droid.

It depends if Droid 2 is supported by FoxFI.

I am using it with a Samsung Galaxy S II (non-rooted, without hotspot rate pan), and it works fine. Although, having said that - it is the only one I have seen work on a non-rooted phone.

There's another app I just remembered about...its made by clockwork that doesn't require root but I think it was pulled outta the market...if u can find it it should work :/

Edit: its still there and called ClockWorkMod Tether

Foxfi doesn't work on my d2g either. I get the Verizon wifi tethering web page. Clockworkmod tether is for wired tethering to laptop/desktop. Not sure if it will work with my xoom as I don't have a microUSB adapter.
