Droid 3 syncs email on net connection changes

I have 3 email accounts on my phone that are all set to manual fetch schedule.

Every time I switch to/from different internet connections (3G, WiFi, 1X, etc) all 3 accounts sync. This is slightly annoying because unless I am on call for work, I don't need my Exchange account to sync all the after hours email which I get a lot of because I work 9-5 but we have people in the office 7am-9pm and a good number of people who work from home after hours as well.

Is there any way to set the phone to truly be manual retrieval on these accounts?

what app/program are you using? You mentioned exchange, what email accounts do you use?

Just using stock email app with 3 accounts. 1 Exchange account, 2 POP accounts. Exchange is through my corporate email server, the 2 POP are through GoDaddy email servers.
