It's called OneMoreClock. I love it! You can set it up to follow your location for the weather, and you can set up each portion of the widget to open a different app when you tap it. ie: mine opens Alarm Clock Xtreme when I tap the clock, Weatherbug for the weather part, and my battery stats for the battery.

The 81 is a battery widget.
