Not sure what Verizon is doing with this. I will say that Verizon's implementation on iOS (which just started yesterday, BTW) is a bit of a pain - you're required to manually enter a 911 service address and are supposed to change it if you switch to a different WiFi location. Since I do this only at home, I'm ok with that, but if I had to do it at home and at work, that would get old fast.
And, no, there is no way to use location services to fill in the address, at least on iOS. I'm not sure what Samsung does.
