Apps don't close/stop on power off.

Anyone notice that when you have open (cached/backgrounded) apps and power off your T2, these apps don't stop/close? When you power the T2 back up, the apps are still listed as open/running.

I had a Samsung SIII and tested this. Granted, it was KitKat and the T2 is Marshmallow, but when I powered off the SIII, the apps stop/close.

I can understand if this is a function of Marshmallow/Doze or Sleep mode. Is there any info on this? Would this affect any battery life?
