3rd party hotspot app?

Are there any 3rd party hotspot apps that works on this phone?

Any one. The problem is using Verizon (and more recently, a lot of other carriers) and not having a tethering plan. They kill all tethered connections at their end. No app can change that.

I have the same plan but I thought it was 10.00 monthly.

It's 1$ per day of use, so if you don't need it every day, it may cost you less.
The other option is to unlock the bootloader (when available) and root the phone. Then you can either change the permissions in ADB or install a patch that would do just the same from one of the XDA guys.

Not everyone is willing to pay for tethering, which is required in order to use Native Hotspot.
