Background Data notification icon stays up for awhile

It seems that a few days ago the little icon where the two arrows form a circle stays up for a long time. Before GB I never saw that icon. Now it seems it wont go away. How can I tell what is using it? I have whatever app that updates in the background shut off except email and it should be that.

Anyone else have this problem?

I have the opposite situation - I never see the sync icon unless I manually trigger a sync, and I have never seen it. Yet my contacts and calendar data are synced properly.
