turn docking ability off

Can you turn the function of the Droid off? I saw an app for it so I am guessing not but I have a case vendor telling me I can.

Can a different program be launched when docked? I could not find a prg to do that.

Not sure what you mean but the Dock Blocker works great for me. I can enable DockRunner with no issues as well.

A different program can be launched. I have one called "Bedside" got it from the market. Once you put it into your dock it will ask which program to launch as default and this is where you select Bedside. You can customize it as well from within the program. I like it much better than the default but thats just my opinion.

Check out DockAwake (paid). It allows you to choose what you want to open either from car dock or home dock. Also has nice functions inside the settings as well. Worth the 99cents.
