My xoom has frozen in the start screen with a notation at the top of the scrren that says "starting reboot protocol support." What do I do now to get back to a normal boot?

Were you trying to root the device? Try getting into recovery by following the step by step here: https://motorola-global-portal.custhelp.com/app/answers/detail/a_id/60609/action/auth. Since you are stuck in a boot loop you'll need to force it into recovery by holding power+volume down. Once in recovery try a factory reset and see if that gets you booted.
