N4 running 4.2.1
Nexus 4 Toolkit version 1.3.01
Windows 8

I was able to unlock the bootloader using the Toolkit.

When I try to Root using Toolkit option "Root Device + Install Busybox" [Fastboot Mode] the Toolkit tells me "Waiting on Device" forever. It does nothing. Yes...I have the N4 in Fastboot mode and it is plugged in to the pc.

Any idea what I'm doing wrong?

Can you download busy box from the market and try install that way if that works it will confirm a successfull unlock and confirm device is ready to be rooted?

I do believe reading windows 8 had device signature problems

Either use a different OS or try the fix

Yes, I downloaded and installed Busybox from the Play Store.

Upon opening Busybox I get the message "There was a problem opening a shell with root access. This is either being by Super user/supersu or by a device that is improperly rooted."

Yes, there is driver signature problems with windows 8.

Glad you got it to work!

Never had a driver problem on windows 8. Been using the preview for months and did a clean wipe when the msdn version was released. But who knows, windows isn't known for being driver friendly.
