Well basically I want PA PIE controls and PA's custom DPI's, AOKP's customisation(custom colours for home, back, multitasking buttons) Cyanogenmod's profiles, does Jellybam provide most of those features?

Your best bet is to read the OP of the original development thread and skim the thread to see what users have to say. A good rule of thumb for ROM threads, since they can get quite long, is to just read through the last 5-10 pages. Usually this won't take long and you can get a good idea of what may or may not be broken, if any bugs are in the latest version, and what users think in general. And no one will accuse you of not reading at all, which is a big no-no out there :)

I couldn't download it:(
Honestly surprised at the lack of ROMs for supposedly "the developer phone"
Anyway I'm running Cyanogenmod on my phone till something better comes along(gonna flash the matrix kernel)
On a side note love how helpful everyone is on here!!!

Scroll through at XDA.. There are dozens of ROMs. Although most are probably kangs of CM / PA and AOKP :)

There are loads of ROMs, but for some reason, there are not a lot of threads about them here (like there are for the Galaxy Nexus). I have no idea why. Anyway, here's a link to more ROMs than you'll have time to flash on your N4:

Hmmm XDA isn't as friendly, and when I made a thread on it I only got one response and it wasn't very helpful, but yeah it sucks that there are not many threads on here about ROMs.
Out of curiosity my friend told me if I change ROMs then the "integrity" of the phone can get worse and as a result can eventually damage the phone,is this true?

Nope :)
EDIT: I should add.. You must wipe data when flashing a new ROM, and often even when upgrading the same ROM to a new version. If you wipe data you have nothing to fear about your phone degrading no matter how many ROMs you flash.
