Can not clear my phones chache

When I hold down my volume down and power buttons I get the Fast boot mode.

secure boot- enabled
device state- locked
If I scroll to Restart bootloader I get all the above info again.
If I scroll to Recoery mode, I get a Android on his back with a ! coming out of his stomach and "No command" on the bottom.
And it wont get out of that screen unless I hold the power button down for about 10 sec to make it reboot.

Scroll to Recovery. When you get the "no command" and see Andy with his chest open, press and hold power and TAP vol up to reveal the Recovery menu. Then you can toggle down to wipe cache partition.
