Why won't my phone write to the Internal Storage/Download directory?

Phone cannot write to the Internal Storage/Download directory

My nice new Nexus 6p works excellently in most ways but when I try to download something via the browser all the downloads fail. If I use a file explorer on the phone and copy something to the download directory - that works fine. I can also hook it up via USB and copy from the PC to the phone's download directory as well.

Any ideas? This happens, BTW, in Chrome, Firefox, and Opera.

No, it is a bug where if you change the default notification tone it is supposed to asked for permission access to internal storage from the app and it is not doing that. You need to go into the app settings in the main settings menu and give the app permission;
