Bluetooth and wifi won't turn on

Started all of a sudden a few days ago. Neither bluetooth or wifi will turn on. Have even done a factory reset with no luck. Any ideas on a solution?

After the Factory Reset did you do a new setup, or reload your previous setup?

Did you clear the system cache in Recovery mode?

Does this happen in Safe mode?

What happened just prior to this behavior? OS update?

I'm so sorry, I had trouble logging back in to answer your questions, thank you for responding.

After the Factory Reset did you do a new setup, or reload your previous setup? I reloaded my previous setup, but the wife/ bluetooth didn't even turn on at the initial set up (once I did the factory reset the first thing it did was try to turn on wifi for initial set up).

Did you clear the system cache in Recovery mode? Ok, I didn't do this, I'm actually not sure how to do this.

Does this happen in Safe mode? Yes, it happened in safe mode as well.

What happened just prior to this behavior? OS update? I'm not sure, I do believe I got a minor update a couple of days prior to this. I'm running 7.0
