Google Play Store DECLINING PAYMENTS

Hi all my apologies if I'm posting this in the wrong section. I live in South Africa and recently got the Xperia S. I have already purchased a few items from the play store without any hassles until today. For some reason with this new google wallet all my transactions are being declined and it's not that there is no money in my account. It's worked a few times before but now I can't purchase anything. Is this because google wallet is not available in my country or what? Please may someone help me out here?

i have been experiencing the same issues on my GS3. This is my first android phone, my card works well with my Apple account but here it keeps on declining.
