google voice on 2.3?

Hi All :
I just got this 8" android , with a 2mp front camera , 1 gig processor 512, mb and i have noticed that devices with 2.1 have google voice , is this app worth having ? i cant seem to find it to down load to my device as it says its not a phone ??? any ideas or thoughts would be appreciated ,

You can use the web version of google voice, the app uses your phone to call, and it's not voip. Use skype or tango for voip calls.

Google voice will install, you have to have it set up on web first. I will not call out, but can text.
