In that video he installed the version of Snotes from his note 5 to see if he could get Action Memo to work. So it's "lagging" because he's just trying an unsupported app that Samsung didn't integrate in the note 7.......

Big problems already for the note 7. It's been showed as slower than 300 dollar phones, with a avg at best battery. Now in this video it's lagging.

Unsupported? Just because he sideloaded the app doesn't make it unsupported. It's an app you can download from the Samsung GALAXY app store.
