Where are the settings for my samsung galaxy grand to talk to me when ever someone calls

Welcome to Android Central! The phone should display the contact that's calling if that person is in your Contacts list. If the caller isn't in your Contacts, then check with your carrier to make sure your plan includes Caller ID. You can also open the Phone app, tap Menu>Settings, and see if there is a Caller ID by Google option.

If caller ID is not an option in your phone plan I would suggest you go to the Google Play Store and look for a caller ID app all that will tell you where the phone call is originating from.

The callers may have that function turned off, in which case your device won't know who they are. You can choose to display your number or not.
