it is also available if the entry text box is listed as either a website or email address. So if for example you are filling out a form on a website and it has a spot for an email address, and the website correctly labels it as an email address text box, it will also have the .com button, but not every website does this correctly.

I may be wrong in my interpretation of what's happening as I have no experience creating websites, but based on the pattern I see, there must be something within the website that determines whether this will happen or not.... It's the same thing that sometimes makes a number pad only keyboard appear.
