Can't get cut and paste to work

Maybe I am just too used to Microsoft Windows, but I just can't to get the cut and paste to work well for me on the Galaxy Note 10.1. It's random whether i can get it to work or not, so I suspect it's actually user error. Please set me straight:

When I long-tap, I get the blue arrow, but sometimes it's just the one that allows me to move the cursor.
When I do get the one with the lines on it, it doesn't "split" to allow selection of a phrase
Once I do get a phrase selected, what do I do then?
How do I access the clipboard? (the equivalent of the right-click in Windows)

Long press again on the selected line and choose copy then when you want to paste it, long press on that area and select paste.

Is the "long-tap" supposed to work on all text? I'm using Android v4.1.1 on an Acer tablet. I know I can copy/paste in gmail, but other text? How about the PDF file I'm reading? (I guess us long-time PC users are spoiled!)
