Can you explain what is built in tethering? Is that where you connect to other Wi-Fi devices but have to pay for that device through your provider?

Yes, most Android phones and for sure Galaxy S phones have this feature where you can enable the phone as a wifi hotspot. Additional charges and or rates plans apply.
