What is the cheapest and best way to connect my note2 to my tv via ha cable? I wanna watch 1080 and 720p movies from my phone on tv.

I started a thread on this...with some info thus far. Linked to other threads and videos about it.

I am looking to do it without cables, using Samsung TV and my ethernet/wifi. But, to answer your question, this will work: Mirroring Note 2 Screen to a Samsung TV...Wireless/Ethernet (My Intranet at home)

If playing movie is your goal then the cheap option is to buy a Samsung galaxy note 2 mhl adapter ($50) or get a cheap dlna capable media player (get one that can decode lots of different kinds of format/codec).

If you own a smart tv, then you can already do this.

I use a wdtv plus media player and it works perfectly.
