Is there a setting to open to the last used program?

When my phone times out and I wake it up, it defaults to the desktop ... Is there a setting to make it return to the last open program?

Welcome to Android Central! When my phone times out with an app open, it unlocks back to that app. That doesn't happen with yours?

Nope. I've searched through the settings and can't figure it out. It always unlocks to the desktop. I'm using Nova Launcher if that helps ... Can't find anything in the Nova settings that pertains to this either.

Do you happen to have any of the Developer Options checked? Like the "Don't Keep Activities" option, which destroys every activity as son as the user leaves it?

I don't. None of the developer options are checked and the toggle is switched to off.

Are you using any battery saver apps or task killer apps?

Appreciate all the suggestions as these are things I haven't thought of; however, in not using any battery saver or task killer apps that I'm aware of. I'm tempted to factory reset and start from scratch ...

Before you reset, try wiping the cache partition as described here: https://t-mobile.jive-mobile.com/#jive-document?content=/api/core/v2/documents/6768 You won't lose any personal data.
