Why isn't my wifi working?

WiFi doesn't work, help..

So I recently got my phone and I don't know where to set my WiFi to get it working.

I tried some WiFi that it automatically finds, it says signal very strong etc... but can't connect to anything.

What do I have to do in order to allow my phone to access the internet wherever I am?

What are the first steps into getting wifi access anyway?

When I go to wifi options I can only select my local ones?

Is it Tethering and portable hot spot?
I turned it on and I have access as for now, but It's pretty darn slow.

What carrier are you on? ATT has the Smart wifi app. Its Bloat so disable/turn it off.

Update:
Went into settings > WiFi and just went to BTWiFi (Auto connect) and also turned in mobile data.

Questions:
1. Will using the internet cost money?
2. If I am away from this area, will my WiFi still work and will that cost money to browse the internet?
3. If it costs money, is there any way to connect to free WiFi?
4.Turning on wifi hotspot / tethering works too, does this cost money?
